In 1923, Chen Heqin founded the first kindergarten in Nanjing, Nanjing Drum Tower Kindergarten in the history of China. After the founding of New China, the vision of kindergartens in China has gradually developed. As there is no previous experience, Chinese kindergartens also appeared at the beginning. A series of questions, in order to strengthen the management of kindergartens and promote the development of China's early childhood education. In August 1989, with the approval of the State Council, the State Education Commission issued the first kindergarten education regulations in New China-the "Kindergarten Management Regulations" (hereinafter referred to as the "Regulations"). Effective from February 1, 1990.

The "Regulations" have been used to this day, and they are affixed to almost every kindergarten. For nearly 30 years, it has made outstanding contributions to the steady development of Chinese early childhood education. Together with the "Kindergarten Work Regulations", it has become two important administrative regulations for the management and guidance of early childhood education by parents.
